Is that Jiro Ohtsuka doing sanbon kumite right at the end?

I was thinking 60's for when it was shot, but I'm not sure. And yes that's a really long video with Jiro Ohtsuka (and no sound). I could upload that, but I'm not sure what the family would think of that.

Thanks for posting up the film. It is interesting to see a bit more of the tantodori and tachidori section.

Take another look at is his seishan at 3.58 sec onwards...

We've touch on the arm leg relationship before. Did he switch back and forth over the years before concluding or just changed one time? Who knows.

I suspect it is just a mistake, he corrects it with an extra step. Ohgami sensei explains about this in the article Seisan - Seishan. Funakoshi type seishan kata (shotokan and wado) use the hands one way, most of the other styles are opposite way.
