Which, in this particular case, makes me wonder: who issued the dan grade?

Well, I guess that would be Jiro Otsuka - Takamatsu is a member of Wadoryu Renmei.
He is a graduate of Nodai - Tokyo Agricultural Univ, one of the original Wado dojo. I think he went to Brazil as part of the Japanese government agricultural programme rather than as a professional karate instructor.I don't know a lot more about him other than he was amongst the first to teach Wado outside of Japan (1950's) so he is quite elderly, perhaps 80 years old.

I often hear people say "Wado is for all your life" and here is Takamatsu Koji at 80 years of age doing kata of this calibre and precision so that you can learn the old ways by just watching him.
He should have a 9th dan just for getting up in the mornings.
I often hear people say " youth is wasted on the young" also...
