NIce. variation of an "ura waza" that I was taught.

Yes it is. In kumite I found it much easier to do taisabaki from the inside, and never got the hang of moving to the outside except as a drill. Then again, until I did the animated gif, I never noticed how soon he engaged brushing the kick aside with the outside hand, along with keeping the trailing hip back until the parry is done.

The "urawaza" I was taught did not include harai uke. After changing seichusen by moving slightly off to the right, coming through with the body using ayumi ashi, left shuto was used to strike the chest (for practice purposes). Then, right ashibarai was executed followed by chudanzuki.

This is how Shiomitsu demo'd the taisabaki.

He then demo'd a shuto, kidney strike, and his knee
to unbalance (in place of a variation of osoto gari) in
combination after the taisabaki.

Key to the taisabaki is to move the feet by the waist,
not to step by the outside leg.
